How to do Business with SCV Water

We appreciate your interest in doing business with SCV Water. The purpose of this section is to explain how vendors and contractors may provide products and services to SCV Water. The Agency is always interested in securing responsible vendors and contractors who can meet its needs promptly, economically, and in the desired quality and quantities. Our aim is to promote business relationships within the Agency’s service area.

We hope this guide will benefit you as a new or present vendor or contractor.

IMPORTANT NEWS –
SB 854-Public Works Contractor Registration Notice

Effective March 1, 2015:

  • No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations.

Effective April 1, 2015:

  • No contractor or subcontractor may work on public projects unless registered with the Department of Industrial Relations.
  • No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.

SCV Water conducts public bidding for numerous products and services. Listed below is information regarding the bid process and how to submit a bid.

What is e-Procurement?

e-Procurement is the process in which an organization may conduct their procurement activities, such as bidding and contracting through the internet.

What is PlanetBids?

Purchasing & Contracts Administration has implemented an e-Procurement system called "PlanetBids". It will streamline our procurement processes and offer expanded services to our vendors by allowing them to participate in SCV Water procurement through the internet.

PlanetBids is a comprehensive, fully-integrated e-Procurement tool specifically designed to meet the procurement needs of the Agency. Within PlanetBids, purchasing functions are seamlessly integrated with each other. Purchasing data flows from solicitations to award, requisitions, and to purchase orders or contracts in a highly automated manner.

PlanetBids Features

include but are not limited to:

  • Bid opportunities from SCV Water are posted to a new consolidated bid board.
  • Electronically submit bids or proposals.
  • Improved vendor registration process. Vendors will be able to define areas of business by use of widely-accepted National Institute of Government Purchasing (NIGP) commodity codes. As well as, provide detailed regulatory registrations and certifications and identify "emergency services" capability, etc.
  • View SCV Water's award results online.
  • Access News and Events pertaining to Agency business related to procurement.
  • Vendors will receive automatic email notifications for bid opportunities relevant to the NIGP codes of products or services offered by their company.
  • Vendors will receive notifications on contract tasks, expiring contracts, certificates of insurance.
  • Both SCV Water and its vendors benefit from material reduction in the amount of paperwork, time and expense involved in the bid and award process.
  • PlanetBids provides tutorial guides within each module intended to help users navigate through the PB system with ease and efficiency.

Insurance Requirements

In all instances in which vendor and contractor personnel enter SCV Water property to repair, install, service, construct, consult, etc., SCV Water requires a certificate of insurance verifying coverage per SCV Water insurance requirements. Specifications

Written specifications are used in the bidding process to describe the required level of quality, quantity, delivery and scope of work. Formal bids must be submitted through our PlanetBids portal

Basis for Award

In order to maintain a competitive bid process, awards for bids will be based on the lowest responsible and responsive bid received that meets the written specifications.

“Lowest responsible bidder” means the lowest bidder whose offer best responds in quality, fitness and capacity to the requirement of the proposed work or usage. Such factors as delivery time, quality, compatibility, references, experiences, parts and services, freight cost, etc., may play an important role in awarding a bid to the “lowest responsible bidder.”

A “responsive” bid is one that is in substantial conformance with the requirements of the specifications, completeness of the quotation forms, inclusion of references and attachments and completion of required responses
